IAutomationsParameters.catalogIsLoaded property

This API is provided as an alpha preview for developers and may change based on feedback that we receive. Do not use this API in a production environment.

Whether the parameter catalog has finished loading. Before it has, every stored parameter ref looks removed, so staleness checks must treat loading as not-stale.
