IScheduledEmailManagementDialogContextValue.isScheduleEmailDialogOpen property

This API is provided as an alpha preview for developers and may change based on feedback that we receive. Do not use this API in a production environment.

Whether the scheduled-email create/edit dialog is currently open (from store UI slice). Used by the management dialog tree's focus-return logic (refocus when the edit dialog closes).
