IAlertingDialogContextValue.users property

This API is provided as an alpha preview for developers and may change based on feedback that we receive. Do not use this API in a production environment.

Workspace users available as alert recipients. Loaded only while the create/edit dialog is mounted, so opening the management dialog alone does not trigger the load.
